Charge

1. Statement of Purpose

a. Collectively create a Statement of Purpose that the committee can use to ensure that the developed objectives are in line with that statement and are purpose driven. (See map below)

2. Timeline

a. Establish a project timeline responsive to other ongoing town projects (Public Safety Complex, Mill River Greenway, Water main replacement on Main St., etc.)

3. Funding

a. Develop project budget.

b. Identify and apply for project funding opportunities.

4. Existing Site Conditions

a. Understand existing site conditions through a site survey and other means.

b. Understand the known limitations and assets, such as easements, inventory, environmental conditions and constraints, utilities.

5. Location Context

a. Understand the site in the broader context of open space and flood storage along the Mill River corridor.

b. Understand the site in the context of the Mill River Greenway terminus/gateway to the Hilltowns

c. Assess economic development potential for Burgy village businesses

d. Understand the historic value of the water trough and other artifacts and their importance to the community.

6. Stakeholder Groups

a. Identify and build relationships with stakeholder groups, to include Key Town committees, abutters, current and past users of the area, and others.

b. Collect input from stakeholders and community based on provided information about the potential area and reasonable use.

c. Create concept designs that can be circulated back though key stakeholders to build buy-in and ownership.

d. Consult with village businesses to assess how to connect trail users with them.

e. Host community forums to seek input and generate buy-in and consensus.

7. Site Development

a. Develop designs for completed project.

b. Secure approval for final design from Board of Selectmen and Town Meeting

  1.  Present final designs and funding plan.

c. Oversee construction thru to completion.

d. Consider how to facilitate a link between the park and the village center such as a means to secure bicycles, wayfinding kiosk or QR codes, etc.
